Dawn M. Cinquino, Esq., P.E., P.G.


Mrs. Dawn M. Cinquino practices in the areas of environmental, construction and real estate law. Mrs. Cinquino has been involved with these fields for over 20 years - first as an engineer and geologist and secondly, as an attorney.

Following admission to the Florida Bar, Mrs. Cinquino practiced environmental law at the Florida Department of Environmental Protection (FDEP) in Tallahassee. While employed by FDEP, she specialized in the enforcement of Florida's "mini-CERCLA" law, the newly enacted 62-780, Florida Administrative Code (F.A.C.) Rule and the Resource Conservation and Recovery Act (RCRA). She prosecuted and negotiated settlements against dry cleaning facilities, automobile salvage facilities, automobile repair shops, agricultural packing plants, chemical manufacturing plants, and golf courses. She has also handled cases involving environmental spills resulting from automobile accidents. Ms. Cinquino possesses significant in-depth knowledge and experience with environmental federal and Florida rules, statutes and regulations.

While employed in the West Palm area, she worked as an environmental geologist performing Phase I ("due diligence") through Phase IV (remediation) environmental investigations. Mrs. Cinquino designed, supervised and reported on groundwater and soil contamination investigations for properties ranging in size from 1 to 3,600 acres with uses varying from residential to agricultural to commercial/industrial. Mrs. Cinquino is very experienced with evaluation of site contamination issues, field sampling procedures, and remediation methods, and has significant experience in determining site-compliance with federal, state and county regulations.

Mrs. Cinquino worked as an engineering geologist and geotechnical engineer in southern California. Her work focused on the analysis of geologic and soil engineering characteristics for construction and/or remediation of civil engineered structures. Mrs. Cinquino performed analysis and design for new hillside and flat land residential and commercial construction, prior-to-purchase home inspections for potential geological and engineering hazards; and inspection and design of remedial repairs following natural disasters, including the 1994 Northridge earthquake, in addition to local landslides and mudflows.
